 Board Members

Margaret Cavin, a resident of Reno, was appointed to the Board in January of 2000 by the Governor of Nevada. Cavin has more than 20 years of construction experience as co-founder of J and J Mechanical Inc.  She has also served as both past president and National Director of the Nevada Chapter of the Association of General Contractors.

The Governor of Nevada appointed Spiridon Filios to the Nevada State Contractors Board in October 2002.  He is president of Filios Construction and Owner/Managing Partner of Unique Landscaping, LLC. Filios holds a Residential and Small Commercial (B2) license and a Landscaping (C10) license. He earned a degree in Business and Public Administration from University of the Pacific in Stockton, CA.  He gained experience in finance and accounting for commercial leasing and management at Heitman Properties of San Francisco.

Randall Schaefer, president of R/S Development Company and member of Diamond Patios LLC, was appointed to the Board by the Governor of Nevada in February of 2000. He began serving as Chairman of the Board in November 2003. He is a licensed Residential and Small Commercial Builder in Henderson. He brings over 25 years of construction experience to the Board and has served as president of the Southern Nevada Homebuilders Association.

Jerry Higgins, a resident of Sparks, Nevada, was appointed to the Nevada State Contractors Board in October of 2000. Higgins serves as the Public Member of the Board. He has previously held the position of Executive Director of the Nevada State Board of Professional Engineers and Land Surveyors from 1991 until his retirement in 1999.

Bruce King, President of Pete King Nevada Corp. and Vice President of Pete King Corp., was appointed to the Board by the Governor of Nevada on December 8, 2005. He is a licensed painting and drywall contractor and has been in the construction business in Southern Nevada for 15 years. King has been an active member and officer in various construction industry associations including the Associated General Contractors, Association of Builders and Contractors, and Nevada Subcontractors Association.

Guy Wells, President and Chief Executive Officer of Wells Cargo Inc., was appointed to the Board by the Governor of Nevada on January 30, 2006. He is a licensed General Engineering and General Building contractor with 30 years of construction experience. Wells has been an active member and officer of the Nevada Contractors Association.

Michael Efstratis, vice president of construction and manager at Tanamera Commercial Development, LLC, was appointed to the Board by the Governor of Nevada in October 2007.  Efstratis is a licensed general contractor in the State of Nevada and has more than 25 years experience in development and management of both residential and commercial construction projects.  Since joining Tanamera’s Development team more than 12 years ago, he has served as a board member for the Northern Nevada Builders Association.
